dc.description.abstractŠirokopojasne mreže predstavljaju osnov za razvoj privreda zemalja članica Evropske unije, odnosno novog privatnog sektora. Institucije Unije su krajem 2008. godine sačinile Plan za evropski ekonomski oporavak, dok je u 2011. godini doneta Digitalna agenda za Evropu. U ovim aktima značajno mesto posvećeno je širokopojasnim mrežama, s obzirom na porast uloge elektronske trgovine u poslovanju. Imajući u vidu da razvoj širokopojasnih mreža zahteva velika ulaganja, državna pomoć često predstavlja preduslov za uspešnu realizaciju projekata iz ove oblasti. S obzirom na činjenicu da je državna pomoć a priori nedopuštena, u skladu sa odredbama Ugovora o funkcionisanju EU, potrebno je razjasniti na koji način države članice mogu da dodeljuju pomoć, a da ona ne bude proglašena inkompatibilnom sa unutrašnjim tržištem. U tom pogledu, Evropska komisija je razjasnila svoje stavove u Smernicama o primeni pravila o državnoj pomoći u odnosu na brzi razvoj širokopojasnih mreža iz 2009. godine. .sr
dc.description.abstractBroadband networks are the basis for the development of economies of EU member states and new private sector. EU institutions are in late 2008 produced a plan for European economic recovery, while in 2011 adopted the digital agenda for Europe. In these regulations a significant place is devoted to broadband networks, due to the increase in the role of electronic commerce in business. Bearing in mind that the development of broadband networks requires huge investment, government support is often a prerequisite for successful implementation of projects in this area. Given the fact that the state aid is a priori inadmissible, in accordance with the provisions of the TFEU, it is necessary to clarify how Member States can grant aid, so as not to be declared incompatible with the internal market. In this regard, the Commission clarified its views in the Guidelines on the application of the rules on state aid in relation to the rapid development of broadband networks in 2009. .en
