AB  - The overall aim of the EU Sustainable Development Strategy was to identify and develop actions
to enable the EU to achieve a continuous long-term improvement of quality of life through the
creation of sustainable communities able to manage and use resources efficiently. Based on
ecological and social innovations, circular economy, as an economic model that aims to keep
resources in use for as long as possible by reducing waste, reusing products and materials, and
recycling them at the end of their life, has substantial potential to improve policy strategies in the
future. Major environmental challenges faced by many countries around the world could be mitigated with key benefits of a circular economy, helping to reduce waste and pollution. The
European Union has recognized the importance of eco-innovations as a key driver of sustainable
development and has implemented various policies and initiatives to implement the principles of
circular economy in practice. Eco-innovation refers to the development and implementation of new
technologies, products, and services that have a positive environmental impact while also
contributing to economic growth. The subject of this paper is the analysis of the impact of
measuring circular economy indicators on sustainable development goals for easier definition of
sustainable development strategies and policies in developing countries. The goal of this work is to
support the initiative of joint synergistic action of all actors based on the principle of the quintuple
helix concept and to make contribution for initiating those actions at the local and regional levels.

AB  - Pitanje zaposlenosti i stanja na tržištu rada je pored inflacije i

privrednog rasata, jedan od tri ključna makroekonomska fenomena, sa ko-
jima se svaka ekonomija, ali i svet susreću, a izazovi na ovim područjima

opredeljuju funkcionisanje privrede u celini.

Zelena tranzicija je neminovnost, ukoliko želimo da razmišljamo od-
govorno, kao ekonomska bića, a privređivanje u skladu sa održivim razvo-
jem imperativ su kako za razvijene, tako i ekonomije u razvoju.

U radu će kroz poglavlja Tržište rada i inflacija u Republici Srbiji, biti

prezentovani primeri preduzeća koja posluju u skladu sa principima cirku-
larne ekonomije, kao i predstavljanje perspektive privrede Republike Sr-
bijie kroz zelenu tranziciju naše zemlje iz ugla zaposlenosti kao jednog od

osnovnih ekonomskih ciljeva.

AB  - Existing economic systems are in transformation and the in-
crease in the realization of economic activities in sectors that work according

to the principles of the circular economy have positive effects on the qual-
ity of life of citizens and the environment. Also, circular economy lead to

significant changes in the concept of economic development. The interde-
pendence of the mentioned indicators needs to be researched and evaluated,

both in the European Union and in individual member countries.
The circular economy model is one of the priorities of the EU
Green Deal, with a high potential for improving sustainability and reaching

net zero by 2050. The main goal of this paper is to present the EU Sus-
tainable Strategies and their connections with the circular economy model.

The paper will also present examples of good practice operating ac-
cording to the circular economy model in the EU and the countries of the

Western Balkans.

European countries engage all relevant stakeholders (agricultural community,

bio-based industry, academic community, etc.) in dissemination and exploita-
tion of project results and encouragement of international cooperation to

exchange best practices and create scenarios for the benefit of all in develop-
ment of business plans to encourage circularity at the farm level through en-
gagement agricultural community, industrial actors and academic community

through project case studies.

In this context the MIDAS - Marginal lands, industrial crops and in-
novative bio-based value chains project, which has been funded by the Hori-
zon Europe framework program, decided to address challenges contained in

specific goals of the MIDAS: Increasing knowledge about current and future
marginal land for “low ILUC” biomass production, challenges biodiversity

and ecosystem services, as well as potential common ones benefits from bio-
mass production. “Low-ILUC” (ILUC - Indirect Land Use Change) is a fac-
tor that indicates in to what extent is there a risk of changing the use of arableland for the production of raw materials for products that they are not food.
Raw materials that have a low ILUC risk were created by growing industrial
crops on marginal land or by cultivating areas that were not used for plant
production or were abandoned, through the improvement of agricultural
practices, which keeps the areas for the production of food raw materials at
the same level. Optimization of the production of selected industrial plant
species, adapted to cultivation on marginal agricultural land in the 9th state,
in 12 localities to achieve a low level of ILUC. Establishment of case studies
(12 in 9 countries) of innovative systems cultivation (combined sowing and
agroforestry) which have a low ILUC level at marginal agricultural land at the
agricultural level farms, for current and future systems in agriculture.
Utilization of marginal lands for growing sustainable industrial crops

and developing innovative bio-based products represents significant eco-in-
novation that contributes to increasing the number and quality of the impacts

on the green economy network of excellent case studies: Development of 13

new bio products (biobased) in accordance with circular use biomass. Devel-
opment of innovative value chains/networks based on biologically effective

resources and assessment of production sustainability, including impacts on
biodiversity.

AB  - Ekološka sertifikacija proizvoda i implementacija sistema eko-
loškog menadžmenta su ključne komponente ulaganja u održivu ekonomi-
ju. Iako predstavljaju ekonomske izazove, oni takođe nude brojne predno-
sti i mogućnosti za preduzeća i ukupnu ekonomiju. Glavni cilj ovog rada

je da da pregled uključenih ekonomskih izazova i potencijalnog povrata

ulaganja u održivu ekonomiju: troškovi usklađenosti, pristup tržištu i di-
ferencijacija, operativna efikasnost, inovacije i razvoj proizvoda, otpornost

lanca snabdevanja, pristup finansiranju i podsticaji, usklađenost sa propi-
sima i smanjenje rizika, poboljšani odnosi sa zainteresovanim stranama,

itd. Prevazilaženje neizbežnih prepreka, kao što su troškovi unapred, slože-
nost i administrativne procedure, ograničeni standardi i opcije sertifikacije

u zemljama u razvoju, zainteresovane strane u industriji i jedinice lokal-
ne samouprave strateški odlučuju da vode svoje zajednice u pravcu zele-
ne ekonomije. Ekološka sertifikacija proizvoda i implementacija sistemaekološkog menadžmenta predstavljaju ekonomske izazove, predstavljaju

značajne mogućnosti za poslovanje i privredu u celini. Ulaganjem u odr-
živu ekonomiju, preduzeća mogu pristupiti novim tržištima, diferencirati

se, poboljšati operativnu efikasnost, pokrenuti inovacije, poboljšati otpor-
nost lanca snabdevanja i pristupiti finansiranju i podsticajima. Štaviše, oni

mogu osigurati usklađenost sa propisima, umanjiti rizike i ojačati odnose
sa zainteresovanim stranama.

živu ekonomiju, preduzeća mogu pristupiti novim tržištima, diferencirati

used to collect the data for the EU member countries and selected third countries for the analysis is the European
Innovation Scoreboard 2020. To avoid sample selection bias, the authors considered all of the available data for all the
member countries and selected third countries in the European Innovation Scoreboard 2020 for the 2012 to 2019
period.

Results: The study results show the path developing countries should follow in directing their inevitable and increas-
ing eco-innovation investments, taking into account the arguments of structural diferences in fnancing Research

and Development (R&D). The authors’ fndings support the thesis that investments in R&D is low in developing coun-
tries, while in developed EU countries, there are more investments in R&D from the business sector for the 2012–2019

period.
Conclusions: Study conclusions are summarized as a proposal of the appropriate R&D fnancing model approach to

developing countries with a greater share of eco-innovation and self-sustainable R&D fnancing for climate preserv-
ing products. This study is important as it provides new evidence on fnancing R&D investments in innovation leader

countries and emerging innovator countries according to Summary Innovation Index.

AB  - Growing environmental problems and increasing requirements of green jobs force universities around the world not only to transform their curricula but also to enrich existing ones with contents related to the promotion of sustainable development. This paper aims to show the importance of measuring and monitoring the share of green contents in all university activities, as only in that way it is possible to monitor trends and give realistic assessments of their effect and importance. The paper presents a comparative analysis of different types of methodologies for assessing sustainable activities at universities as well as research conducted at the University of Novi Sad in Serbia and its comparison with the University of Gothenburg (Sweden). This research aims to point out the importance of increasing competitiveness in higher education through assessment of green content in a curriculum and its promotion. In this way, through eco-labeling methodology, it would be easier to identify those contents that, in a certain share, contribute to the promotion of sustainable development. Furthermore, this methodology can easily be extended across the country and the region, which would bring positive effects to all stakeholders in higher education.

Sustainable energy transition in Central Asia: status and challenges

AB  - Background The paper aims at gaining insight into the implementation of the process of sustainable energy transition in the countries of Central Asia: Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Information and scientific studies on the situation in these countries is scarce. On the other hand, these are resource-rich countries, some are exporters, and all are energy transit countries. The main aim of the paper was realized by applying the energy policies and regulatory framework analysis, defining priorities and monitoring selected indicators prescribed by the International Energy Agency. Methods The following methods were used in the quantitative analysis: measurement of data intercorrelation; Pearson test of correlation; principal component analysis (with rotation method: Oblimin with Kaiser normalization); Kaiser-Meyer-Olkin measure of sampling adequacy, Bartlett's test of sphericity and t-test. The period covered by the quantitative analysis: 1990-2018, provided that the available data for 2019 or 2020 were used in certain cases. Results Sustainable energy transition is, at the analysis of policies and data, at a low level. There is no adequate regulatory framework in these countries. The energy transition takes place exclusively within the framework of providing enough energy, without regard to sustainability, while even energy exporting countries are not making efforts to achieve a sustainable energy transition. Conclusions There are no indications that the energy transition in the countries of Central Asia will take place according to the standards of the European Union or global bodies. On the other hand, having in mind the natural resources of the mentioned countries and the specific geopolitical position, monitoring the changes is of special importance. The impact of changes on sustainability can be determined mainly ex post.

AB  - Predmet doktorske disertacije je ispitivanje efikasnostifunkcije finansijskog menadžmenta u neprofitnomsektoru na primeru visokoobrazovnih institucija u regionCentralno-istočne Evrope. Cilj doktorske disertacije jeutvrđivanje okvira za razvoj finansijske funkcije usektoru visokog obrazovanja i finansijske održivosti visokoobrazovnih institucija. Zadatak je analiza uticajafinansijskih indikatora na operativne indikatore u sektoruvisokog obrazovanja kako bi se formulisali finansijskimodeli i pokazao međusobni uticaj na makro nivou.Dodatnom analizom finansijskih izveštajavisokoobrazovnih institucija na mikro nivou, ispituju seprimeri iz prakse kako bi se utvrdile opšte smernicerazvoja finansijske funkcije u sektoru visokogobrazovanja. Značaj teme leži u mogućnosti definisanjatransformacije finansijske funkcije, kako bi se postiglaefektivnost upravljanja i efikasnost alokacije finansijskihsredstava za podizanje performansi u visokoobrazovniminstitucijama. Doktorska disertacija se sastoji iz četiridela. Prvi deo disertacije ispituje teorijsko metodološkiokvir definisanja i procesa upravljanja u neprofitnomsektoru. Drugi deo disertacije analizira finansijskufunkciju u neprofitnim organizacijama. Treći deodisertacije ispituje transformaciju uloge upravljanja ifinansiranja visokoobrazovnih institucija dok se učetvrtom delu prezentuje naučno istraživanje i pregledrezultata. Zaključci nalažu da formulisanjem finansijskihmodela dobijamo nacrt i merljive okvire funkcionalnogpovezivanja finansijskih i operativnih indikatora, kojipredstavljaju alat za analizu indikatora i predviđanjeperformansi u visokom obrazovanju. Takođe, analizomfinansijskih izveštaja visokoobrazovnih institucija,određuju se opšte smernice za planiranje finansijskeodrživosti visokoobrazovnih institucija i podizanjeefikasnosti njihovih performansi. Rezultati prikazuju mogućnosti tranformacije finansijskog menadžmenta usektoru visokog obrazovanja i visokoobrazovniminstitucijama u region Centralno-istočne Evrope. Prianalizi rezultata naglašava se značaj transformacije ulogefinansijskog menadžmenta posebno iz ugla efikasnijegprikupljanja sredstava i kontrole troškova, radiefektivnijeg postizanja misije visookobrazovnihinstitucija i prilagođavanja svojih performansi ciljevimanacionalnih obrazovnih politika i opštim ciljevimasocijalne i ekonomske politike.

abstract = "Predmet doktorske disertacije je ispitivanje efikasnostifunkcije finansijskog menadžmenta u neprofitnomsektoru na primeru visokoobrazovnih institucija u regionCentralno-istočne Evrope. Cilj doktorske disertacije jeutvrđivanje okvira za razvoj finansijske funkcije usektoru visokog obrazovanja i finansijske održivosti visokoobrazovnih institucija. Zadatak je analiza uticajafinansijskih indikatora na operativne indikatore u sektoruvisokog obrazovanja kako bi se formulisali finansijskimodeli i pokazao međusobni uticaj na makro nivou.Dodatnom analizom finansijskih izveštajavisokoobrazovnih institucija na mikro nivou, ispituju seprimeri iz prakse kako bi se utvrdile opšte smernicerazvoja finansijske funkcije u sektoru visokogobrazovanja. Značaj teme leži u mogućnosti definisanjatransformacije finansijske funkcije, kako bi se postiglaefektivnost upravljanja i efikasnost alokacije finansijskihsredstava za podizanje performansi u visokoobrazovniminstitucijama. Doktorska disertacija se sastoji iz četiridela. Prvi deo disertacije ispituje teorijsko metodološkiokvir definisanja i procesa upravljanja u neprofitnomsektoru. Drugi deo disertacije analizira finansijskufunkciju u neprofitnim organizacijama. Treći deodisertacije ispituje transformaciju uloge upravljanja ifinansiranja visokoobrazovnih institucija dok se učetvrtom delu prezentuje naučno istraživanje i pregledrezultata. Zaključci nalažu da formulisanjem finansijskihmodela dobijamo nacrt i merljive okvire funkcionalnogpovezivanja finansijskih i operativnih indikatora, kojipredstavljaju alat za analizu indikatora i predviđanjeperformansi u visokom obrazovanju. Takođe, analizomfinansijskih izveštaja visokoobrazovnih institucija,određuju se opšte smernice za planiranje finansijskeodrživosti visokoobrazovnih institucija i podizanjeefikasnosti njihovih performansi. Rezultati prikazuju mogućnosti tranformacije finansijskog menadžmenta usektoru visokog obrazovanja i visokoobrazovniminstitucijama u region Centralno-istočne Evrope. Prianalizi rezultata naglašava se značaj transformacije ulogefinansijskog menadžmenta posebno iz ugla efikasnijegprikupljanja sredstava i kontrole troškova, radiefektivnijeg postizanja misije visookobrazovnihinstitucija i prilagođavanja svojih performansi ciljevimanacionalnih obrazovnih politika i opštim ciljevimasocijalne i ekonomske politike.",

AB  - U uslovima kada se regionalna ekonomija suočava sa izazovima nezaposlenosti, slabog ili negativnog privrednog rasta, brzo rastućim modelima digitalnog poslovanja, dramatičnim promenama u životnoj sredini uz međusobno preplitanje globalnih pojava (kretanja u ljudskom društvu, institucionalne promene, politički odnosi), neophodnost da obrazovni sistem sve više odražava potrebe privredne strukture postaje prioritet vladama u modeliranju javnih politika namenjenih blagostanju civilnog društva i savremenom ekonomskom razvoju. Koncept privrede zasnovane na znanju traži intenzivnije približavanje nauke potrebama tržišta, ali i svojevrsno 'mešanje' tržišta u svet nauke kroz nužnost sistemske primene i komercijalizacije znanja. Poseban značaj u aktuelnom razvojnom trenutku ima model četvorostrukih partnerstava (tzv. Quadruple Helix model) determinisan: (i)ključnom ulogom univerziteta i istraživačko-razvojnih organizacija u proizvodnji znanja i generisanju tehnoloških inovacija, u interakciji sa privrednim subjektima i državom, s ciljem poboljšanja produktivnosti društva zasnovanog na znanju, (ii) svojevrsnim 'zaokretom moći' u odnosima univerziteta, privrede, države i civilnog društva, pri čemu svaka inovacija doprinosi ekonomskom napretku i održivom razvoju, a implementacija inovacione politike rezultat je sinergije i interakcije ovih činilaca, kao i (iii) neophodnošću aktivnije uloge svakog pojedinačnog heliksa u razvojnom modelu ekonomija u tranziciji, kako bi se civilnom društvu donelo bogatstvo, korisnost i blagostanje. Otuda, rad ima za cilj da ukaže na vitalne (makro)ekonomske pokazatelje razvoja privredne strukture AP Vojvodine kao svojevrsnih indikatora mogućnosti i uslova za razvoj četvorostrukog heliks modela regionalne konkurentnosti.
AB  - Under conditions where the regional economy is faced with the challenges of unemployment, low or negative economic growth, rapidly growing digital business models, dramatic changes in the environment by the interweaving of global phenomena (movements in human society, institutional change, political relations), the necessity for the educational system to increasingly reflect the needs of the economic structure is becoming a priority to governments for modeling public policies aimed at the welfare of civil society and the modern economic development. The concept of knowledge-based economy is asking for more intense, 'closer to science' needs of the market, but also a kind of 'interference' of the market into the world of science, through the necessity of the system application and commercialization of knowledge. Particular importance in the current development stage is ascribed to the model of quadruple partnerships or 'Quadruple Helix model'. It is determined by: (i) the crucial role of universities and research and development organizations in knowledge production and generation of technological innovations, through the interaction with businesses and the state, with the aim of improving productivity of a knowledge-based society, (ii) a kind of 'power shift' in relations between universities, industry, government and civil society, in which each innovation contributes to the economic prosperity and sustainable development, therefore implementation of innovation policy is a result of synergy and interaction of these factors, as well as ( iii) the necessity of a more active role of each helix in the development model for economies in transition, in order to bring wealth, benefit and welfare to the civil society. Hence, the work aims to show the vital (macro) economic development indicators of economic structure of AP Vojvodina as specific indicators of opportunities and conditions for the development of quadruple helix model of regional competitiveness.

AB  - Predmet ovog rada je analiza potreba tržišta rada i ispitivanje trenutnog stanja u sektoru visokog obrazovanja, kako bi se utvrdile mogućnosti za povezivanje visokoobrazovanih institucija i aktera na tržištu rada. Cilj ovog rada je predstavljanje zaključaka za dalju primenu razvojnog inovacionog modela koji bi najefikasnije doprineo stvaranju novih radnih mesta i obrazovnih profila koji bi adekvatno i efektivno upotpunili potrebe naše ekonomije. Značaj ove teme je u tome što se, povezivanjem sektora visokog obrazovanja i tržišta rada, može uticati na ubrzavanje procesa podizanja konkurentnosti tržišta rada kroz istovremeni razvoj kompetentnosti sektora visokog obrazovanja. Rezultat ovog rada treba da pokaže kako se upotrebom teorijskog inovacionog modela 'Trostrukog heliksa' mogu predložiti odgovori na aktuelne ciljeve Strategije razvoja obrazovanja u Republici Srbiji do 2020. godine, koji se upravo tiču efektivnosti i efikasnosti pri stvaranju i popunjavanju radnih mesta kroz sistematski planiran razvoj sektora visokog obrazovanja. U prvom delu ovog rada se definiše problematika i ispituju glavni trendovi u visokom obrazovanju. U drugom delu rada, pokazuje se trenutno stanje na tržištu rada i potrebe za stvaranjem novih šansi. U trećem delu rada, prikazaće se predlog upotrebe inovacionog modela 'Trostrukog heliksa.
AB  - The subject of this paper is to analyze the needs of the labor market and to examine the current situation in the sector of higher education, in order to identify opportunities for linking higher education institutions and participants in the labor market. The aim of this paper is to present the conclusions for further implementation of the innovative model that would most effectively contribute to the creation of new jobs and educational backgrounds that would adequately and effectively complement the needs of domestic economy. The importance of this topic is recognized in the fact that linking the higher education sector to the labor market can affect the acceleration of the process of raising the competitiveness of the labor market through the simultaneous development of the competence of the higher education sector. The result of this study should show how the use of theoretical models of innovative 'triple helix' may suggest answers to the current goals of the Strategy of Education Development in the Republic of Serbia by 2020. These goals are related to the effectiveness and efficiency when creating and filling jobs through systematically planned development of the higher education sector. The first part of this paper defines the issues and examines the main trends in higher education. The second part reflects on the current state of the labor market and the need to create new opportunities. The third part of the paper shows the proposed use of innovative model of 'triple helix'.

AB  - The practice so far has indicated that there is a sensitive relationship that exists between social and economic subsystem of sustainable development, therefore this research suggests comparison of the states of these two subsystems as a new conceptual frame which is essential for strategic conceptualization of development. The research pointed out a rather visible collision between the achieved degree of economic and social development in the countries of South Eastern Europe in respect to Germany and France, which were taken into consideration as two of the most developed countries in the European Union and in the entire world. The indicators which are given in this research point to the necessity of further scientific and practical consideration of strategic conceptualization of relationship between economics and society.

AB  - In this paper, the authors intend to show that environmental taxes are an economic instrument that entirely supports the principles of sustainable development and has impact on balanced improvement of all its four pillars (economic, ecological, social, and institutional). Environmental taxes provide a flexible and cost-effective means for reinforcing the polluter-pays principle and for reaching environmental policy objectives. Enforcement of environmental taxes (and penalties) simultaneously generates multiple values-it stimulates ecologically acceptable production, generates budget revenue, and stimulates socially responsible behavior. The subject of the analysis is determination of environmental taxes in the European Union (EU) member states in total amount and as a percentage of Gross Domestic Product (GDP), as well as monitoring of their trend in the period 2005-2010. To obtain a broad picture, results collected for EU-27 region have been compared with data for sample countries worldwide, including Brazil, Russia, India, China, and South Africa (BRICS) countries. The revenue from environmental taxes in the EU-27 is not negligible, amounting to about 3% of total revenues. The highest tax revenue as a percent of GDP was noted in Denmark-9% on average. Environmentally related revenues and their percent of GDP in sample countries reported diverse results. In the USA, China, and India, environmentally related revenue as a percent of GDP stood at around 1%, with a downward trend in time. The highest tax revenue as a percent of GDP was recorded in Turkey, Russia, South Africa, and Brazil, 4% on average, with an upward trend in time. However, increasing revenues from environmental taxes should be interpreted with caution. The increases may be caused by the introduction of new taxes or an increase in tax rates, or alternatively may be linked to an increase in the tax base.

AB  - U Triple Heliks (Triple Helix-TH) inovacionom modelu, univerziteti, vlada i privreda predstavljaju tri komponente koje sarađuju jedne sa drugima u cilju stvaranja ili otkrivanja novih znanja, tehnologije, proizvoda i usluga. U ovom modelu inovacija, univerziteti, naučne institucije i privreda igraju značajnu ulogu. Cilj ovog rada je da istraži koji su faktori uspeha upotrebe znanja i inovacija prisutni u trostrukom heliks modelu a koji se mogu preneti i dalje razvijati u modelu četvorostrukog heliksa (Quadruple Helix-QH, koji još uvek nije u širokoj upotrebi u istraživanjima i kreiranju inovacione politike), kako bi se istakli primeri dobre prakse u implemetaciji ovih modela, na primeru energetskog sektora Republike Srbije. Predstavljeni su komunikacioni kanali i odnosi između činilaca trostrukog heliksa koji su postali ključni izazov za dalji rast i razvoj savremene privrede. Uloga Vlade Republike Srbije sagledana u ovom modelu je u formulisanju politika koje podržavaju razvoj tehnologija zasnovanih na znanju, dok je očekivano da institucionalni aranžmani (npr. nacionalni inovacioni sistemi) mogu ostati u fazi (re)konstrukcije. Prema Strategiji razvoja energetike Republike Srbije do 2015. godine, Srbija se suočava sa kratkoročnim ciljevima koji bi doprineli usklađivanju razvoja energetike i privredno-društvenog razvoja. Radi postizanja višeg nivoa socio-ekonomskog razvoja, Vlada Republike Srbije stimuliše energetski sektor na rast i razvoj, i time se stvara velika potreba u ovom sektoru za razvoj novih mladih obrazovnih profila i kadrova. U Republici Srbiji prema podacima Agencije za privredne registre postoji preko 150 preduzeća iz energetskog sektora, koja poseduju tražnju za kadrovima i potrebu za stvaranjem novih znanja, preko čega utiču i na obrazovni sektor i doprinose stvaranju obrazovne strukture iz ove oblasti. Analizirani su primeri dobre prakse povezivanja energetskog sektora i visoko-obrazovnih institucija, u kontekstu postizanja efikasnosti i efektivnost u savremenim privrednim tokovima.
AB  - The Triple Helix (TH) Model Innovation, universities, government and the economy are the three components that collaborate with one another in order to create or discover new knowledge, technologies, products and services. In this model, innovation, universities, research institutions and industry play an important role. The aim of this study was to investigate the success factors that the use of knowledge and innovation present in the triple helix model, which can be transferred and further developed in the model of quadruple helix (QH, which has not been widely used in research and innovation policy creation), to highlight examples of good practice in the implementation of these models, for example the energy sector of the Republic of Serbia. The paper presents the communication channels and relationships between the triple helix actors who have become a key challenge for the future growth and development of the contemporary economy. The role of the Government of the Republic of Serbia is seen in this model in the formulation of policies that support the development of knowledge-based technologies, and it is expected that institutional arrangements (e.g. national innovation systems) may remain in the stage of (re)construction. In the Energy Development Strategy of the Republic of Serbia until 2015. is underlined that Serbia is facing a short-term objectives that contribute to the harmonization of energy development and economic and social development. In order to achieve a higher level of socio-economic development, the Serbian government need to stimulate the energy sector growth and development, and thus a great need in this sector appears for the development of new, young staff with educational backgrounds. In the Republic of Serbia according to the Agency for Business Registers there are over 150 companies in the energy areas, that have demand for human resources and need to create new knowledge, through which they affect the education sector and contribute to the creation of the educational structure in the energy field. Presents examples of good practice connecting the energy sector and higher education institutions, in the context of achieving efficiency and effectiveness in contemporary business.

AB  - The main objectives of the manuscript are the monitoring and measurement of economic and social development, as well as assessment of renewable energy development in EU countries from the perspective of sustainable development. EU STRATEGY 2020 has basic objectives related to energy development, which implies significant changes in overall development. Energy exploitation represents significant factor of economic, environmental and social development in separate countries, as in EU as a whole. The article will present sample methodology for energy strategy assessment, through analysis of basic economic, social and environmental indicators in EU27 countries. This research includes inter alia analysis of energy production in the EU27 countries, energy import dependency, quantity of pollution as result of energy production and consumption, and human development index (HDI). The countries with the greatest values of Total GDP (eg. Germany, France, United Kingdom and Italy) are positioned in the first ten countries in the total emission of CO2, SOx, and NOx. The leading countries in the values of GDP per capita (eg. Luxemburg, Denmark, Sweden and Netherlands) have the middle values of pollution as result of energy production and consumption, except Luxemburg which is at the leading place. The relation between energy export and energy import in EU27 region reflects energy dependency in EU27 region and represents essential energy related problem. The country with the best export-import ratio is Denmark.

Ekološke takse u zemljama EU i regionu Zapadnog Balkana - uporedna analiza

AB  - Predmet analize je utvrđivanje prihoda na osnovu ekoloških taksi u zemljama članicama Evropske unije i u zemljama regiona Zapadnog Balkana. Ekološki porez je u stanju da koriguje imperfektnost i nesavršenost tržišnog mehanizma, prouzrokovanog eksternalijama. Uvođenje ekoloških poreza (i kazni) donosi dvostruku dividendu jer povećava fiskalne prihode, pa država ima mogućnost da se manje oslanja na druge poreze. Rezultati pokazuju da je u svim članicama EU došlo do smanjenja prihoda po osnovu ekoloških taksi u 2010. godini u odnosu na prethodne godine. Ako se posmatra EU u celini vidi se da je najveći indeks (priraštaj prihoda po osnovu ekoloških taksi) zabeležen u 2007. godini, dok se negativne vrednosti beleže u 2009. i 2010. godini. Većina država ima taj trend. Države koje odstupaju od tog trenda i beleže pozitivne vrednosti indeksa u 2010. godini u odnosu na prethodnu su: Belgija (1,23%), Estonija (8,90%), Grčka (1,10%), Italija (4,55%), Litvanija (1,74%) i Slovenija - (čak 12,62%). Nasuprot njima, najintenzivniji indeks smanjenja Environmental tax revenue imaju Island (-25,53%), Danska (-20,00%) i Irska (-16,10%). Istovremeno, ekološka poreska reforma u regionu Zapadnog Balkana je tek u začetku, pri čemu postoji više različitih instrumenata za obračun i naplatu prihoda po osnovu zaštite životne sredine. Obračun za naplatu prihoda iz različitih instrumenata je različit, a ostvareni prihodi se drugačije tretiraju (centralizovano ili necentralizovano) i koriste se u različite svrhe. Od vrste korišćenog instrumenta zavisi da li će prihod ostvaren po osnovu tog instrumenta biti reinvestiran u zaštitu životne sredine ili će biti centralizovan i usmeren u budžet države ili druge lokalne uprave.
AB  - The subject of the analysis is the determination of income on the basis of environmental taxes in EU countries and the countries of the Western Balkans. Ecological tax is able to correct the imperfections and the countries of the market mechanism, caused by externalities. The introduction of environmental taxes (and penalties) brings a double dividend, increasing fiscal revenue and the state has ability to be less reliant on other tax. The results show that in all Member States there was a reduction of revenues from environmental taxes in 2010. Compared to previous years. If we observe the EU as a whole, the results shows that the highest index (increase of revenues from environmental taxes) is recorded in 2007., while negative values are recorded in 2009. and 2010. Most states have this trend. States that deviate from this trend and recorded a positive index values in 2010. Compared to the previous are: Belgium (1.23%), Estonia (8.90%), Greece (1.10%), Italy (4.55%), Lithuania (1.74%) and Slovenia (even 12.62%). In contrast, the index of the most intense reduction in Environmental tax revenue have Iceland (-25,53%), Denmark (-20,00%) and Ireland (-16,10%). At the same time, ecological tax reform in the Western Balkans is still in its infancy, with a number of different instruments for calculating and collecting revenues from the environment. The calculation of the revenue collection from different instruments is different, and the revenues are treated differently (centralized or uncentralized) and are used for different purposes. From the type of the instrument used depends on whether, the revenue generated from the instrument, is to be reinvested in the environment or will be centralized and geared to the budget of the state or other local governments.

Ecological tax is able to correct the imperfections and the countries of the market mechanism, caused by externalities. The introduction of environmental taxes (and penalties) brings a double dividend, increasing fiscal revenue and the state has ability to be less reliant on other tax. The results show that in all Member States there was a reduction of revenues from environmental taxes in 2010. Compared to previous years. If we observe the EU as a whole, the results shows that the highest index (increase of revenues from environmental taxes) is recorded in 2007., while negative values are recorded in 2009. and 2010. Most states have this trend. States that deviate from this trend and recorded a positive index values in 2010. Compared to the previous are: Belgium (1.23%), Estonia (8.90%), Greece (1.10%), Italy (4.55%), Lithuania (1.74%) and Slovenia (even 12.62%). In contrast, the index of the most intense reduction in Environmental tax revenue have Iceland (-25,53%), Denmark (-20,00%) and Ireland (-16,10%). At the same time, ecological tax reform in the Western Balkans is still in its infancy, with a number of different instruments for calculating and collecting revenues from the environment. The calculation of the revenue collection from different instruments is different, and the revenues are treated differently (centralized or uncentralized) and are used for different purposes. From the type of the instrument used depends on whether, the revenue generated from the instrument, is to be reinvested in the environment or will be centralized and geared to the budget of the state or other local governments.",
