AB  - The overall aim of the EU Sustainable Development Strategy was to identify and develop actions
to enable the EU to achieve a continuous long-term improvement of quality of life through the
creation of sustainable communities able to manage and use resources efficiently. Based on
ecological and social innovations, circular economy, as an economic model that aims to keep
resources in use for as long as possible by reducing waste, reusing products and materials, and
recycling them at the end of their life, has substantial potential to improve policy strategies in the
future. Major environmental challenges faced by many countries around the world could be mitigated with key benefits of a circular economy, helping to reduce waste and pollution. The
European Union has recognized the importance of eco-innovations as a key driver of sustainable
development and has implemented various policies and initiatives to implement the principles of
circular economy in practice. Eco-innovation refers to the development and implementation of new
technologies, products, and services that have a positive environmental impact while also
contributing to economic growth. The subject of this paper is the analysis of the impact of
measuring circular economy indicators on sustainable development goals for easier definition of
sustainable development strategies and policies in developing countries. The goal of this work is to
support the initiative of joint synergistic action of all actors based on the principle of the quintuple
helix concept and to make contribution for initiating those actions at the local and regional levels.

AB  - Pitanje zaposlenosti i stanja na tržištu rada je pored inflacije i

privrednog rasata, jedan od tri ključna makroekonomska fenomena, sa ko-
jima se svaka ekonomija, ali i svet susreću, a izazovi na ovim područjima

opredeljuju funkcionisanje privrede u celini.

Zelena tranzicija je neminovnost, ukoliko želimo da razmišljamo od-
govorno, kao ekonomska bića, a privređivanje u skladu sa održivim razvo-
jem imperativ su kako za razvijene, tako i ekonomije u razvoju.

U radu će kroz poglavlja Tržište rada i inflacija u Republici Srbiji, biti

prezentovani primeri preduzeća koja posluju u skladu sa principima cirku-
larne ekonomije, kao i predstavljanje perspektive privrede Republike Sr-
bijie kroz zelenu tranziciju naše zemlje iz ugla zaposlenosti kao jednog od

osnovnih ekonomskih ciljeva.

AB  - Existing economic systems are in transformation and the in-
crease in the realization of economic activities in sectors that work according

to the principles of the circular economy have positive effects on the qual-
ity of life of citizens and the environment. Also, circular economy lead to

significant changes in the concept of economic development. The interde-
pendence of the mentioned indicators needs to be researched and evaluated,

both in the European Union and in individual member countries.
The circular economy model is one of the priorities of the EU
Green Deal, with a high potential for improving sustainability and reaching

net zero by 2050. The main goal of this paper is to present the EU Sus-
tainable Strategies and their connections with the circular economy model.

The paper will also present examples of good practice operating ac-
cording to the circular economy model in the EU and the countries of the

Western Balkans.

European countries engage all relevant stakeholders (agricultural community,

bio-based industry, academic community, etc.) in dissemination and exploita-
tion of project results and encouragement of international cooperation to

exchange best practices and create scenarios for the benefit of all in develop-
ment of business plans to encourage circularity at the farm level through en-
gagement agricultural community, industrial actors and academic community

through project case studies.

In this context the MIDAS - Marginal lands, industrial crops and in-
novative bio-based value chains project, which has been funded by the Hori-
zon Europe framework program, decided to address challenges contained in

specific goals of the MIDAS: Increasing knowledge about current and future
marginal land for “low ILUC” biomass production, challenges biodiversity

and ecosystem services, as well as potential common ones benefits from bio-
mass production. “Low-ILUC” (ILUC - Indirect Land Use Change) is a fac-
tor that indicates in to what extent is there a risk of changing the use of arableland for the production of raw materials for products that they are not food.
Raw materials that have a low ILUC risk were created by growing industrial
crops on marginal land or by cultivating areas that were not used for plant
production or were abandoned, through the improvement of agricultural
practices, which keeps the areas for the production of food raw materials at
the same level. Optimization of the production of selected industrial plant
species, adapted to cultivation on marginal agricultural land in the 9th state,
in 12 localities to achieve a low level of ILUC. Establishment of case studies
(12 in 9 countries) of innovative systems cultivation (combined sowing and
agroforestry) which have a low ILUC level at marginal agricultural land at the
agricultural level farms, for current and future systems in agriculture.
Utilization of marginal lands for growing sustainable industrial crops

and developing innovative bio-based products represents significant eco-in-
novation that contributes to increasing the number and quality of the impacts

on the green economy network of excellent case studies: Development of 13

new bio products (biobased) in accordance with circular use biomass. Devel-
opment of innovative value chains/networks based on biologically effective

resources and assessment of production sustainability, including impacts on
biodiversity.

AB  - Ekološka sertifikacija proizvoda i implementacija sistema eko-
loškog menadžmenta su ključne komponente ulaganja u održivu ekonomi-
ju. Iako predstavljaju ekonomske izazove, oni takođe nude brojne predno-
sti i mogućnosti za preduzeća i ukupnu ekonomiju. Glavni cilj ovog rada

je da da pregled uključenih ekonomskih izazova i potencijalnog povrata

ulaganja u održivu ekonomiju: troškovi usklađenosti, pristup tržištu i di-
ferencijacija, operativna efikasnost, inovacije i razvoj proizvoda, otpornost

lanca snabdevanja, pristup finansiranju i podsticaji, usklađenost sa propi-
sima i smanjenje rizika, poboljšani odnosi sa zainteresovanim stranama,

itd. Prevazilaženje neizbežnih prepreka, kao što su troškovi unapred, slože-
nost i administrativne procedure, ograničeni standardi i opcije sertifikacije

u zemljama u razvoju, zainteresovane strane u industriji i jedinice lokal-
ne samouprave strateški odlučuju da vode svoje zajednice u pravcu zele-
ne ekonomije. Ekološka sertifikacija proizvoda i implementacija sistemaekološkog menadžmenta predstavljaju ekonomske izazove, predstavljaju

značajne mogućnosti za poslovanje i privredu u celini. Ulaganjem u odr-
živu ekonomiju, preduzeća mogu pristupiti novim tržištima, diferencirati

se, poboljšati operativnu efikasnost, pokrenuti inovacije, poboljšati otpor-
nost lanca snabdevanja i pristupiti finansiranju i podsticajima. Štaviše, oni

mogu osigurati usklađenost sa propisima, umanjiti rizike i ojačati odnose
sa zainteresovanim stranama.

ne ekonomije. Ekološka sertifikacija proizvoda i implementacija sistemaekološkog menadžmenta predstavljaju ekonomske izazove, predstavljaju

značajne mogućnosti za poslovanje i privredu u celini. Ulaganjem u odr-
živu ekonomiju, preduzeća mogu pristupiti novim tržištima, diferencirati

se, poboljšati operativnu efikasnost, pokrenuti inovacije, poboljšati otpor-

AB  - Local self-governments (LSGs) cannot effectively manage emergencies. To overcome this problem, it is necessary to find action policies 
that would facilitate the increase of capacities of LSGs in such situations. The starting point for defining the policy was collecting data on the current 
abilities and capacities of LSGs in AP Vojvodina. The research covered 40% of the total number of LSGs and more than 64% of the population in the 
AP of Vojvodina. A combined open-ended survey questionnaire was constructed for data collection. The data was collected in field conditions 
through online procedures, direct sending of written surveys, and direct discussion of project implementation leaders. The statistical analysis of data 
identified that the legal aspect of LSGs and emergencies was not harmonized with other institutional documents at the level of LSGs. Most LSGs had
serious difficulties in managing emergencies, especially civil protection. The platform is envisaged to facilitate raising the prevention capacity of LSGs by integrating all relevant information to provide early warnings and indications for implementing corresponding organizational, technical, and 
economic measures to deal with emergencies.

AB  - Agriculture as a crucial economic sector has changed rapidly in the last few decades, more than in previous centuries, because of technological achievements that opened a niche in the international agricultural sector known as digital agriculture. The conception of digital agriculture in practice and consequences on agricultural productivity is a way to response to significant climate changes. The evaluation of the current circumstances is made through the cases of digital agricultural companies in Vojvodina which could help and enhance regional economic growth. This study has utilized a case study method to evaluate the present conditions of digital agriculture appliances in Vojvodina. The results of the research will be a case study analysis of the companies using and developing digital agriculture technologies in the agricultural sector, as well as the presentation of potentials in this niche - digital agricultural sector in the Autonomous Province of Vojvodina. The authors of the paper consider the suggested model in this sector a vehicle that could run not only the economic growth in Vojvodina and Serbia, but also the regional economic growth.

AB  - Background As the countries of the Western Balkans (WB) have committed to sustainable development, the process of regulatory and economic adjustment is underway. As part of the aforementioned fact, the WB countries have commenced exploitation of energy from renewable sources, among which hydropower is the most important. The main objective of the study is to analyse the status of renewable energy transition in the WB region, focusing on the construction and exploitation of small hydropower plants (SHPPs), as well as a proposal for an original model for decision making in this field, based on a multidimensional decision-making space. Namely, in most cases, there is resistance to the construction of SHPPs in the WB territory, as well as divided opinion among investors, companies, environmental movements, academia, and citizens on this issue. This shows that the entire decision-making process has to be reviewed and re-designed. Results The results of the study show that the construction of SHPPs caused damage to environmentally protected areas, living conditions of local communities, touristic and agricultural potential. All of the foregoing matters have led to mass protests by citizens and a high degree of mistrust so that the future of SHPPs in the WB is extremely uncertain. The assessment of the acceptability of existing SHPPs through the proposed model showed that 74% of SHPPs cannot be considered acceptable from the aspect of the location where they were built, and from the aspect of the impact on the quality of life of the local population. Accordingly, this paper provides suggestions for much-needed improvements. Conclusions The construction of SHPPs is causing numerous controversies, opposition, and resistance. To find the right solution, and contribute to sustainable energy and economic development, it is necessary to develop a fully transparent and objective policy system in this field, and to use contemporary models for decision making with emphasis on the involvement local communities in the decision-making process.

AB  - This research examined whether there is an elaborate system of protocols, protection, and prevention in place at the local self-government level in the event of a crisis caused by an epidemic or pandemic. The core idea of this paper was to evaluate the protocol's effectiveness at the local self-government. Analysis was conducted using responses of 16 local self-government authorities. During a crisis caused by an epidemic/a pandemic of infectious illnesses, surveys were done as a cross-section documenting and detecting the current state of local self-government functioning. Methods used in the study are defining the objectives of the research, conceptualization, analysis of legal regulations, economic analysis, and decomposition of the problem. Key results and arguments of this paper expanded existing research thus there are only certain empirical data from areas that have been affected by the infectious disease caused by the epidemic/pandemic. Data was collected, processed, and systematized to serve in model formulation. As a brief conclusion, this study suggested protocol effectiveness at the local self-government level representing the idea that emergency and crisis management should be organized to preserve the health and livelihood of the population in the area affected by the pandemic of infectious diseases and thus enable the functioning of economic activities and society as a whole.

of the huge budget in climate change, with the goal of zero gas emission by 2050. This ambitious plan will require (for

now indefnitely) investments in research and innovation. The study’s main objective is to check and analyze the exist-
ing and propose a new model of efective investments in eco-innovation. This will contribute to efective long-term

investment policy, climate change impact, and mitigation of consequences.
Methods: The basic methodological tools for solving the problems discussed in this study were correlation analysis,
regression analysis, and paired sample t-test. All calculations were performed in the SPSS 20 statistical software. Time
series data of the selected indicators were obtained from the European Innovation Scoreboard 2020. The database
used to collect the data for the EU member countries and selected third countries for the analysis is the European
Innovation Scoreboard 2020. To avoid sample selection bias, the authors considered all of the available data for all the
member countries and selected third countries in the European Innovation Scoreboard 2020 for the 2012 to 2019
period.

Results: The study results show the path developing countries should follow in directing their inevitable and increas-
ing eco-innovation investments, taking into account the arguments of structural diferences in fnancing Research

and Development (R&D). The authors’ fndings support the thesis that investments in R&D is low in developing coun-
tries, while in developed EU countries, there are more investments in R&D from the business sector for the 2012–2019

period.
Conclusions: Study conclusions are summarized as a proposal of the appropriate R&D fnancing model approach to

developing countries with a greater share of eco-innovation and self-sustainable R&D fnancing for climate preserv-
ing products. This study is important as it provides new evidence on fnancing R&D investments in innovation leader

AB  - Growing environmental problems and increasing requirements of green jobs force universities around the world not only to transform their curricula but also to enrich existing ones with contents related to the promotion of sustainable development. This paper aims to show the importance of measuring and monitoring the share of green contents in all university activities, as only in that way it is possible to monitor trends and give realistic assessments of their effect and importance. The paper presents a comparative analysis of different types of methodologies for assessing sustainable activities at universities as well as research conducted at the University of Novi Sad in Serbia and its comparison with the University of Gothenburg (Sweden). This research aims to point out the importance of increasing competitiveness in higher education through assessment of green content in a curriculum and its promotion. In this way, through eco-labeling methodology, it would be easier to identify those contents that, in a certain share, contribute to the promotion of sustainable development. Furthermore, this methodology can easily be extended across the country and the region, which would bring positive effects to all stakeholders in higher education.

All calculations were performed in the SPSS 20 statistical software. Time series data of the selected indicators were obtained from the European Innovation Scoreboard 2020. The database used to collect the data for the EU member countries and selected third countries for the analysis is the European Innovation Scoreboard 2020. To avoid sample selection bias, the authors considered all of the available data for all the member countries and selected third countries in the European Innovation Scoreboard 2020 for the 2012 to 2019 period. Results: The study results show the path developing countries should follow in directing their inevitable and increasing eco-innovation investments, taking into account the arguments of structural differences in financing Research and Development (R&D). The authors' findings support the thesis that investments in R&D is low in developing countries, while in developed EU countries, there are more investments in R&D from the business sector for the 2012-2019 period. Conclusions: Study conclusions are summarized as a proposal of the appropriate R&D financing model approach to developing countries with a greater share of eco-innovation and self-sustainable R&D financing for climate preserving products. This study is important as it provides new evidence on financing R&D investments in innovation leader countries and emerging innovator countries according to Summary Innovation Index.

AB  - In the approaching time of the Fourth Industrial Revolution, our planet has undergone dramatic changes, that will leave its mark on all aspects of our life. For this reason, countries around the world have been challenged to reinstate or redefine their national strategies in order to adjust to the requirements of the new age. Policy - makers of today are expected to evaluate each country's readiness to adopt and implement the concepts underlying the Industry 4.0. Analyzing the existing models, it became apparent to the authors and other researchers that there is no suitable model that provides adequate information on the attitude of states towards the criteria of the fourth industrial revolution. For this reason, this paper proposes a new model consisting of 42 quantitative and 8 mixed indicators, 10 of which, directly relate to the characteristics of the new age that is before us. The model has been applied in 17 OECD countries, as it is currently best suited to measure the competitiveness of the most developed countries, which offer the most data within the parameters that describe the characteristics of the smart society of the future. Nevertheless, the authors of the paper believe that the presented model will, very soon, be applicable to a much wider range of countries, and above all, that it will be well suited for measuring the competitiveness of all European countries.

Circular economy, the 21 century concept and model, is a great chance for making employment rate higher, as well as for ecological protection and budget savings. This topic is very important for the Republic of Serbia (Serbia), candidate for the European Union (EU), and in that context greening economy is obligatory. What is one of the key measures for increasing of (green) employment is the state aid for training of employees, and strategic approach in that sense.

AB  - Jedan od osnovnih makroekonomskih fenomena - indikatora svake privrede jeste stanje na tržištu rada i pitanje zaposlenosti, jer ono sa sobom nosi pitanje migracije, pa i problematiku opstanka malih nacija u svom ekstremnom smislu. Iako je Republika Srbija kandidat za članstvo u Evropskoj uniji već više od šest godina, pred njom je veliki broj zahteva i ciljeva koje je neophodno ostvariti za dobijanje statusa člana Unije. Svakako da je jedan od njih I makroekonomska stabilnost, koja je teško ostvariva uz veliku nezaposlenost radno sposobnog stanovništva (15,9%, 2016), i 2,20 puta veću stopu nezaposlenosti mladih (45%, 2016). U radu će pored problema nezaposlenosti mladih u Srbiji i fenomena odliva mozgova, biti dat i predlog mera za rešenje problema nezaposlenosti. Takođe, biće predstavljene i uporedne analize (ne)zaposlenosti u Srbiji od početka krize, kao i projekcije kretanja radne snage do 2020. godine. Autori će ukazati i na Strategiju 2020, u segmentu koji se odnosi na tržište rada, kao i očekivane, odnosno ciljne stope zaposlenosti i predloge njihovog dostizanja, uz naglasak da je donošenje Nacionalnog okvira kvalifikacija neophodnost u cilju sinhronizacije tržišta rada Republike Srbije, kako internog tako i usklađivanje sa evropskim okvirom kvalifikacija.
AB  - One of the basic macroeconomic phenomena - indicators of any economy - is the labor market situation and the issue of employment, since they imply questions of national importance - migration, as well as the problem of survival of small nations in the extreme. Although the Republic of Serbia is a candidate for membership in the European Union for more than five years, it has a large number of demands and goals that have to be achieved in order to become a member of the Union. Certainly one of them is macroeconomic stability, which is difficult to achieve with high unemployment rates - in the working age population (15,9%, 2016), and with an almost 2.20 times higher rate of youth unemployment (45%, 2016.). The paper will present the problem of youth unemployment in Serbia and the phenomenon of brain drain, as well as, some proposals for measuring and soloving the unemployment problems will be given. Also, the authors will present comparative analysis of the (un)employment in Serbia from the beginning of the crisis, and projections of the labor force by year 2020. The authors will point out the 2020 Strategy, in the segment related to the expectations concerning the labor marketalong with the employment rate target and suggestions to reach them, stressing that the adoption of the National Qualifications Framework is a necessity in order to synchronize the labor market of the Republic of Serbia, both internally and with the European Qualifications Framework.

Državna pomoć za ruralni razvoj u Evropskoj uniji

AB  - Državna pomoć nedopuštena je u skladu sa članom 107(1) Ugovora o funkcionisanju Evropske unije. Ipak, od opšte zabrane dodele državne pomoći postoje izuzeci, sadržani u Ugovoru o funkcionisanju EU i aktima sekundarnog zakonodavstva Unije. U radu su analizirane odredbe sadržane u Smernicama EU o državnoj pomoći u sektoru poljoprivrede i šumarstva, kao i u ruralnim područjima za period od 2014-2020. godine, pri čemu je stavljen akcenat na državnu pomoć za ruralni razvoj u Evropskoj uniji, kao i na mogućnosti podsticanja socijalnog preduzetništva u ruralnim područjima. Istraživanje je obuhvatilo i aktuelnu praksu Evropske komisije u ovoj oblasti. Praksa je pokazala da je Evropska komisija mahom odobravala državnu pomoć za ove namene. Socijalno preduzetništvo u funkciji maksimiziranja društvenih vrednosti i državne pomoći najosetljivijim grupama društva može dugoročno postaviti temelje ruralnog razvoja. U Evropskoj uniji je koncept socijalnog preduzetništva u savremenoj formi prisutan od 80-tih godina XX veka, dok je u Republici Srbiji u toku proces širenja ovog oblika preduzetništva. U radu su se autori rukovodili sa dva metoda: pozitivno-pravnim metodom, kao i pravno-logičkim metodom indukcije i dedukcije.
AB  - State aid is inadmissible in accordance with Article 107 (1) of the Treaty on the Functioning of the European Union. However, from the general prohibition of state aid, there are exceptions, contained in the Treaty on the Functioning of the EU and acts of secondary legislation of the Union. The paper analyzes the provisions contained in the EU Guidelines on state aid in the agriculture and forestry for rural areas for the period 2014-2020, with an emphasis on state aid for rural development in the European Union, as well as the possibilities of encouraging social entrepreneurship in rural areas. The study included the current practice of the European Commission in this area. Practice has shown that the European Commission approved state aid for this purpose. Social entrepreneurship in the function of maximizing social values and state aid to the most vulnerable groups of society can lay the foundations of rural development in the long run. In the European Union, the concept of social entrepreneurship is present in the contemporary form since the 1980s, while the process of expanding this form of entrepreneurship is under way in the Republic of Serbia. In this paper the author governed by the two methods: positive legal method, as well as legal and logical method of induction and deduction.

AB  - Predmet istraživanja doktorske disertacije pod nazivom Četvorostruki heliks model (Quadruple Helix Model) kao osnova nacionalnog inovacionog sistema jeste analiza odnosa između glavnih činilaca četvorostrukog heliks modela u Republici Srbiji, poredjenje trenutnog stanja ovih odnosa sa stanjem u drugim zemljama, ispitivanje mogućnosti i uslova za dalji razvoj ovog modela u funkciji ostvarivanja nacionalne/regionalne konkurentnosti i održivog privrednog razvoja Republike Srbije.  Poseban akcenat u istraživačkom delu rada stavljen je na merenje i utvrđivanje stepena razvoja inovacionog kapaciteta Republike Srbije, u smislu vrste aktuelnih odnosa izmedju glavnih činilaca heliks modela. Uz činjenicu da su ispitivani odnosi u privredama razvijenih zemalja, u većoj meri vođeni sektorom privrede, dok su na drugom polu – privrede nerazvijenih zemalja, u kojima su ovi odnosi uglavnom podsticani od strane države. U delu rada koji je posvećen ovim razlikama, posebno su predstavljeni push i pull faktori, među kojima se nalazi većina nacionalnih privreda.  Osnovni cilj rada je da potencira specifičnu anatomiju i fiziologiju – sintegraciju i sinterakciju modela četvorostrukog heliksa i da ukaže na najnovija teorijska i praktična nastojanja da se u ovaj koncept uključe i peta i šesta spirala – ekologija i politika (eng. Quintuple Helix Model i Hexable Helix Model) kao vitalne komponente u procesu kreiranja znanja i zahtevu održivog razvoja.  Ovo istraživanje takođe ima za cilj da istakne važnost jasnog definisanja četvorostukog heliks modela i nacionalnog/regionalnog inovacionog sistema, kao fundamenata komplementarnih odnosa univerziteta, privrede, države i društva, i nužnost prepoznavanja dobrih primera implementacije inovacija i pozitivnih promena u institucionalnim strukturama i upravljanju. Značajno je, takođe, isticanje uticaja okruženja na navedene aktivnosti, uloge intelektualnih i ljudskih potencijala, kao i izvora finansiranja ove vrste saradnje, kao i identifikovanje neizbežnih problema do kojih dolazi prilikom formiranja ovih sintegrativnih odnosa.

AB  - U uslovima kada se regionalna ekonomija suočava sa izazovima nezaposlenosti, slabog ili negativnog privrednog rasta, brzo rastućim modelima digitalnog poslovanja, dramatičnim promenama u životnoj sredini uz međusobno preplitanje globalnih pojava (kretanja u ljudskom društvu, institucionalne promene, politički odnosi), neophodnost da obrazovni sistem sve više odražava potrebe privredne strukture postaje prioritet vladama u modeliranju javnih politika namenjenih blagostanju civilnog društva i savremenom ekonomskom razvoju. Koncept privrede zasnovane na znanju traži intenzivnije približavanje nauke potrebama tržišta, ali i svojevrsno 'mešanje' tržišta u svet nauke kroz nužnost sistemske primene i komercijalizacije znanja. Poseban značaj u aktuelnom razvojnom trenutku ima model četvorostrukih partnerstava (tzv. Quadruple Helix model) determinisan: (i)ključnom ulogom univerziteta i istraživačko-razvojnih organizacija u proizvodnji znanja i generisanju tehnoloških inovacija, u interakciji sa privrednim subjektima i državom, s ciljem poboljšanja produktivnosti društva zasnovanog na znanju, (ii) svojevrsnim 'zaokretom moći' u odnosima univerziteta, privrede, države i civilnog društva, pri čemu svaka inovacija doprinosi ekonomskom napretku i održivom razvoju, a implementacija inovacione politike rezultat je sinergije i interakcije ovih činilaca, kao i (iii) neophodnošću aktivnije uloge svakog pojedinačnog heliksa u razvojnom modelu ekonomija u tranziciji, kako bi se civilnom društvu donelo bogatstvo, korisnost i blagostanje. Otuda, rad ima za cilj da ukaže na vitalne (makro)ekonomske pokazatelje razvoja privredne strukture AP Vojvodine kao svojevrsnih indikatora mogućnosti i uslova za razvoj četvorostrukog heliks modela regionalne konkurentnosti.
AB  - Under conditions where the regional economy is faced with the challenges of unemployment, low or negative economic growth, rapidly growing digital business models, dramatic changes in the environment by the interweaving of global phenomena (movements in human society, institutional change, political relations), the necessity for the educational system to increasingly reflect the needs of the economic structure is becoming a priority to governments for modeling public policies aimed at the welfare of civil society and the modern economic development. The concept of knowledge-based economy is asking for more intense, 'closer to science' needs of the market, but also a kind of 'interference' of the market into the world of science, through the necessity of the system application and commercialization of knowledge. Particular importance in the current development stage is ascribed to the model of quadruple partnerships or 'Quadruple Helix model'. It is determined by: (i) the crucial role of universities and research and development organizations in knowledge production and generation of technological innovations, through the interaction with businesses and the state, with the aim of improving productivity of a knowledge-based society, (ii) a kind of 'power shift' in relations between universities, industry, government and civil society, in which each innovation contributes to the economic prosperity and sustainable development, therefore implementation of innovation policy is a result of synergy and interaction of these factors, as well as ( iii) the necessity of a more active role of each helix in the development model for economies in transition, in order to bring wealth, benefit and welfare to the civil society. Hence, the work aims to show the vital (macro) economic development indicators of economic structure of AP Vojvodina as specific indicators of opportunities and conditions for the development of quadruple helix model of regional competitiveness.

AB  - Predmet ovog rada je analiza potreba tržišta rada i ispitivanje trenutnog stanja u sektoru visokog obrazovanja, kako bi se utvrdile mogućnosti za povezivanje visokoobrazovanih institucija i aktera na tržištu rada. Cilj ovog rada je predstavljanje zaključaka za dalju primenu razvojnog inovacionog modela koji bi najefikasnije doprineo stvaranju novih radnih mesta i obrazovnih profila koji bi adekvatno i efektivno upotpunili potrebe naše ekonomije. Značaj ove teme je u tome što se, povezivanjem sektora visokog obrazovanja i tržišta rada, može uticati na ubrzavanje procesa podizanja konkurentnosti tržišta rada kroz istovremeni razvoj kompetentnosti sektora visokog obrazovanja. Rezultat ovog rada treba da pokaže kako se upotrebom teorijskog inovacionog modela 'Trostrukog heliksa' mogu predložiti odgovori na aktuelne ciljeve Strategije razvoja obrazovanja u Republici Srbiji do 2020. godine, koji se upravo tiču efektivnosti i efikasnosti pri stvaranju i popunjavanju radnih mesta kroz sistematski planiran razvoj sektora visokog obrazovanja. U prvom delu ovog rada se definiše problematika i ispituju glavni trendovi u visokom obrazovanju. U drugom delu rada, pokazuje se trenutno stanje na tržištu rada i potrebe za stvaranjem novih šansi. U trećem delu rada, prikazaće se predlog upotrebe inovacionog modela 'Trostrukog heliksa.
AB  - The subject of this paper is to analyze the needs of the labor market and to examine the current situation in the sector of higher education, in order to identify opportunities for linking higher education institutions and participants in the labor market. The aim of this paper is to present the conclusions for further implementation of the innovative model that would most effectively contribute to the creation of new jobs and educational backgrounds that would adequately and effectively complement the needs of domestic economy. The importance of this topic is recognized in the fact that linking the higher education sector to the labor market can affect the acceleration of the process of raising the competitiveness of the labor market through the simultaneous development of the competence of the higher education sector. The result of this study should show how the use of theoretical models of innovative 'triple helix' may suggest answers to the current goals of the Strategy of Education Development in the Republic of Serbia by 2020. These goals are related to the effectiveness and efficiency when creating and filling jobs through systematically planned development of the higher education sector. The first part of this paper defines the issues and examines the main trends in higher education. The second part reflects on the current state of the labor market and the need to create new opportunities. The third part of the paper shows the proposed use of innovative model of 'triple helix'.

AB  - U poslednjim dekadama prošlog veka, u svetskoj privrednoj strukturi uočena je promena fokusa, odnosno orijentisanosti kada je reč o izvorima inovacija. Naime, došlo je do svojevrsnog zaokreta od dotadašnje ograničenosti na pojedinačne institucionalne sfere - razvoj proizvoda u industriji, donošenje odluka na nivou vlade i kreiranja, odnosno diseminacije znanja na univerzitetu - ka interakciji ove tri sfere kao izvora nove inovativnosti i socijalnih interakcija. Ove promene ne podrazumevaju samo različite mehanizme restruktu riranja ovih izvora, već i promišljanje o modelima konceptualizacije inovacija, uključujući i inovacione sisteme (regionalne, nacionalne, sektorske, tehnološke i sl.). Triple Helix model podrazumeva zaokret sa dominantne dijade (privreda-vlada) ka rastućoj trijadi između univerziteta, privrede i vlade u društvu znanja. U današnje vreme, ovaj model izrastao je u specifičan analitički okvir za istraživanje kompleksne dinamike društva znanja i instrument za donošenje odluka, odnosno modeliranje inovacionih i razvojnih strategija na regionalnom, nacionalnom i međunarodnom nivou. Rad je posvećen analizi razvoja Triple Helix modela kroz prizmu njegove neo-institucionalne i neo-evolucione perspektive, s ciljem proučavanja mogućih sinergetskih efekata u međusobnom odnosu svih činilaca modela. Na ovaj način zalaže se za kombinaciju javnog i privatnog upravljanja na regionalnom nivou, čime se podstiče stvaranje sistemskih inovacija i razvoj ekonomije zasnovane na znanju. .
AB  - The change of focus, i.e. orientation, in the global economic structure, related to the sources of innovation, was noticed in the last decades of the XX century. In fact, there was a kind of shift from an earlier focus on single institutional spheres - product development in industry, policy making in government and creation and dissemination of knowledge in university - to the interaction of these three spheres as a source of innovation and social interaction. These changes entail not only various mechanisms of restructuring these sources, but also a rethinking on models for conceptualizing innovation, including innovation systems (regional, national, sectoral, technological, etc.). Triple Helix model implies a shift from the dominant dyad (industry-government) to an emerging triad between universities, industry and government in the knowledge society. At the present time, this model has grown into a specific analytical framework for exploring the complex dynamics of a knowledge society and a tool for decision making and modeling innovation and development strategies at the regional, national and international levels. The work analyzes the development of a Triple Helix model in terms of its neo-institutional and neo-evolutionary perspective, in order to study the possible synergistic effects of its interrelated factors. In this way, we are advocating for a combination of public and private management at the regional level, encouraging the creation of systemic innovation and the development of knowledge-based economy.
