AB  - Iako sama primena veštačke inteligencije u gotovo svim oblastima nije novina, poslednjih nekoliko godina se intenzivno radi na njenom pravnom regulisanju. Mada možemo reći da se još uvek radi o relativno početnim koracima, očigledno je da Evropska unija ulaže velike napore i sredstva kako bi imala vodeću ulogu u tom procesu. U aprilu 2021. godine je donet jedan od najznačajnijih pravnih dokumenata u ovoj oblasti - Predlog uredbe Evropske unije o veštačkoj inteligenciji. Autori se u radu bave analizom člana 5 ovog Predloga uredbe koji govori o tome u kojim slučajevima bi upotrebu veštačke inteligencije trebalo zabraniti. Uzimajući u obzir da još uvek nema dovoljno znanja i iskustva u pogledu posledica primene veštačke inteligencije, istražuju različite stavove u pogledu suženja njene primene. Činjenica da bi zakonodavstvo Republike Srbije trebalo da bude usaglašeno sa pravnom regulativom Evropske unije, a što korespondira i sa ciljevima navedenim u Strategiji za razvoj veštačke inteligencije RS za period 2020-2025. godine doprinosi i posebnom značaju ovog istraživanja.
AB  - Although the application of artificial intelligence in almost all areas is not new, in the last few years intensive work has been done on its legal regulation. Despite the fact that only initial steps have been taken, it is obvious that the European Union is investing great efforts and resources in order to play a leading role in this process. In April 2021, one of the most important legal documents in this area was adopted - the Proposal for a Regulation of the European Parliament and of the Council Laying Down Harmonised Rules on Artificial Intelligence (Artificial Intelligence Act) and Amending Certain Union Legislative Acts. The authors deal with the analysis of Article 5 of this Draft Regulation, which lays down the cases in which the use of artificial intelligence should be banned. Taking into account that there is still not enough knowledge and experience regarding the consequences of the use of artificial intelligence, available different attitudes are explored. The fact that the legislation of the Republic of Serbia should be harmonized with the legal regulations of the European Union, which corresponds to the goals stated in the Strategy for the Development of Artificial Intelligence in the Republic of Serbia for the period 2020-2025, also contributes to the special significance of this research.

AB  - Osnovni cilj ovog naučnog rada je da se ukaže na postojanje razlika u primeni sistema upravljanja kvalitetom kao i nivoa zrelosti u preduzećima industrije mleka u Republici Srbiji. Na osnovu postavljenog cilja definisana je polazna pretpostavka da se primena sistema upravljanja kvalitetom i nivo zrelosti u ovim preduzećima razlikuje u zavisnosti od njihove veličine. Istraživanje je sprovedeno na osnovu QMMG - Quality Management Maturity Grid modela zrelosti. Ispitivanje polazne pretpostavke izvršeno je primenom Kruskal-Valisovog testa kao neparametarske alternative jednosmernoj analizi varijanse različitih grupa. Pored ove metode korišćene su i metod analize, metod sinteze i deskriptivne statistike. Pomoću navedenih statističkih netoda obrađeno je šest aspekata sistema upravljanja kvalitetom (razumevanje upravljanja kvalitetom, status kvaliteta organizacije, rešavanje problema, troškovi kvaliteta kao % od prodaje, aktivnosti poboljšanja kvaliteta i rezime stava kompanije o kvalitetu) kao i celokupan sistem upravljanja kvalitetom u izabranim preduzećima. Utvrđena su statistički značajna odstupanja u pet od šest aspekata kao i u celokupnom sistemu upravljanja kvalitetom. Doprinos ovog istraživanja ogleda se u dijagnostifikovanju nivoa zrelosti u preduzećima obuhvaćenim istraživanjem kao i mogućnosti unapređenja pojedinih aspekata sistema upravljanja kvalitetom kako bi se razvile sposobnosti potrebne za povećanje kvaliteta poslovanja.
AB  - The aim of this paper is to point out the existence of differences in the application of quality management systems as well as the level of maturity in the companies of the dairy industry in the Republic of Serbia. The initial assumption is based on the defined goal which states that the application of quality management systems and the level of maturity in these companies differ depending on their size. The research was conducted on the basis of QMMG - Quality Management Maturity Grid model of maturity. The initial assumption test was performed using the Kruskal-Wallis test as a nonparametric alternative to one-way analysis of variance of different groups. In addition to this method, the methods analysis, the synthesis method and descriptive statistics were also used. Using the mentioned statistical methods, six aspects of the quality management system were processed (Management understanding and attitude, Quality organisation status, Problem handling, Cost of quality as percent of sales, Quality improvement actions and Summary of company quality posture) as well as the entire quality management system in selected companies. Statistically significant deviations were found in five of the six aspects as well as in the overall quality management system. The contribution of this research is reflected in the diagnosis of the level of maturity in the companies covered by this research together with the possibility of improving certain aspects of the quality management system in order to develop the skills needed to increase the companies ' quality performance.

AB  - Predloženi model integriše kvantifikaciju performansi (objektivnih i subjektivnih) s jedne strane, i unapređenje performansi, s druge strane. Objektivne varijable su prikazane u vidu troškovne i vremenske dimenzije, dok je za kvantifikovanje subjektivnih varijabli primenjen analitičko hijerarhijski process (AHP). Rezultati istraživanja obezbeđuju uvid u ostvarene i optimalne performance preduzeća, što pruža osnovu za dalja unapređenja performansi.
AB  - The aim of this paper is to test the application of an integrated performance management model on the example of a manufacturing company in the field of food industry in Serbia. The proposed model integrates performance quantification (objective and subjective) on the one hand, and performance improvement, on the other. Objective variables are presented in the form of cost and time dimensions, while analytical hierarchical process (AHP) was used to quantify subjective variables. The research results provide insight into the achieved and optimal performance of the company, which provides a basis for further performance improvements.

AB  - Grupa dvadeset najrazvijenijih zemalja (G20) zauzela je vodeću ulogu u osmišlјavanju višestruko strukturiranog skupa pravila i preporuka za novu globalnu ekonomsku politiku. Rad identifikuje program razvoja G20, otkriva glavne principe i norme za oblast ulaganja i donosi zaključke ispitivanjem nekih od rezultata programa G20. U radu se zaklјučuje da se politika G20 može pokazati efikasnom ako se preuzmu obaveze, uklјuči više međunarodnih aktera i da se pri osmišlјavanju takve politike koristi uravnoteženiji pristup.
AB  - The Group of Twenty (G20) has taken a premier role in devising a multistructural set of rules and recommendations for a new global economic regime. The paper identifies the G20 agenda development, detects major principles and norms for the issue area of investment, and concludes with an examination of some of the G20 results. The paper concludes that the G20 regime may prove effective if the commitments are upheld, more international actors involved, and a more balanced approach taken in devising such a regime.

AB  - Upravljanje ukupnim kvalitetom i Lean menadžment jesu dva upravljačka pristupa optimizaciji poslovanja, u funkciji unapređenja konkurentnosti. O ovim pristupima najčešće se govori iz različitih uglova i iznose različite ideje. Međutim, postavlja se pitanje: Da li je moguća integracija principa koje promovišu i alata čiju primenu sugerišu, radi ostvarenja sinergetskih efekata na konkurentsku prednost preduzeća? Ovo pitanje motiv je istraživanja prikazanog u radu. Teorijski aspekt istraživanja odnosi se na pronalaženje odgovarajuće osnove za zaključivanje na bazi postojeće literature, u smislu ideja i stavova drugih autora, kada je reč o mogućnosti integracije dva navedena pristupa, pri čemu se zaključuje da je osnovna karika koja ih povezuje procesna orijentacija. Empirijski aspekt odnosi se na istraživanje zastupljenosti navedenih pristupa u preduzećima u Srbiji i mogućnosti njihove integracije iz ugla menadžera, ponovo na bazi prisustva procesne orijentacije u posmatranim preduzećima. Polazeći od pretpostavke da preduzeća koja primenjuju principe i alate oba navedena pristupa ostvaruju bolje finansijske performanse, podaci prikupljeni anketiranjem menadžera analizirani su primenom alata kao što su: deskriptivna statistika, korelaciona analiza i analiza varijanse.
AB  - Total Quality Management and Lean Management are two approaches to business optimization in function of competitiveness improvement. The mentioned approaches are usually presented from different aspects and by explaining different ideas they are based on. However, one can ask a question: Is it possible to integrate the principles they promote and tools they suggest for providing synergic effects on competitiveness? This question is motive for the research presented in this paper. Theoretical aspect of the research refers to discovering theoretical base for making conclusions in sense of ideas and attitudes of some other authors when it is about possibilities for integration two mentioned approaches, concluding that the main link that connects them is process orientation. Empirical aspect refers to the research of presence of those two approaches for optimization of business in enterprises in Serbia and possibilities of their integration from the aspect of enterprises' managers, again based on the presence of process orientation in the observed enterprises. Assuming that enterprises which have implemented principles and tools included in both approaches have better financial performances, data collected are analyzed by the tools, such as: descriptive statistics, correlation analysis, and analysis of variance.

AB  - Pojam restrukturiranja se uzima kao sinonim za preduzimanje velikih i složenih promena u preduzeću i njegovom poslovanju. Restrukturiranje ima veoma dubok značaj i uključuje više različitih aktivnosti, odnosno preduzimanje više akcija odjednom. S obzirom na značaj koja javna preduzeća u Republici Srbiji imaju i situaciju u kojoj se nalaze restrukturiranja se nameće kao neophodnost njihovog usmeravanja ka tržišnim principima poslovanja. U radu je dat prikaz stanja u najznačajnijim javnim preduzećima Republike Srbije čiji je osnivač država, odnosno pokrajina i to prema završnim računima za prethodne dve godine. Ukazano je na probleme u njihovom poslovanju i date su smernice kojima bi se konkretni problemi mogli otkloniti u narednom periodu.
AB  - The concept of restructuring is taken as a synonym for undertaking large and complex changes in the company and its operations. Restructuring has a very deep meaning and includes a variety of activities, that, taking several actions at once. Given the importance of public companies in Serbia have and also situation where there are, restructuring imposes as necessity for their convergence to market business principles. This paper presents the situation of most important public companies of Serbia established by the state or province by the final accounts for the previous two years. The problems in their business were identified and guidelines are given which would be able to eliminate specific problems in the future.

Putem specijalizovanih institucija i fondova Evropska unija pomaže i direktno i indirektno učestvuje kroz razne forme u razvoju turizma i u ruralnim područjima, a jačanje politike ruralnog razvoja postao je jedan od najvećih prioriteta Evropske unije. Uzimajući u obzir značaj finansijske podrške Evropske unije u razvoju turizma, u ovom radu se daje kratak pregled sistema podrške Evropske unije u stimulisanju razvoja turizma, kao i fondova sa posebnim osvrtom na mogućnosti u razvoju seoskog turizma. .
AB  - From the view of participation in touristic market and expenditure, Europe has been the one of the most important touristic areas of the World for decades. Within the borders of European Union the most developed initial and receptive touristic countries are located. During the years, at European Union area, great concern has been dedicated to tourism development, apropos to special instruments and measures development which has to make possible harmonous and continuous tourism development, as well. Through special institutions and funds, European Union supports and directly and indirectly participates by different forms in touristic development in rural areas as well, and rural development policy has become one of the greatest European Union priority. Taking into consideration the importance of European Union financial support in tourism development, this work presents a short oversight of European Union supporting system related to tourism development stimulation, as well as funds with a special consideration to rural tourism development. .

AB  - The economic crisis provides a challenging environment for Serbia to find funding for social measures, which are some of the most important parts of the agreement the government coalition partners signed before forming new executive authorities. About 700,000 people in Serbia are living below the poverty line, with a monthly income of less than 80 moos, according to a new database on the socially vulnerable. Results of the project were released in April. Even for younger people, finding or keeping a job in Serbia is a challenge. For those over 55, it can become nearly impossible. As many as 95% of the unemployed in that age bracket have been unable to locate work after their former employers shut down or cut back on personnel. One of the important tasks of Serbia, in the process of joining the European Union, is to participate in the European process of social inclusion, what includes the development and improvement of involvement of individuals, enterprises and other social grow in social change in Serbia. The aim of this paper is charity marketing and marketing to the social order as a means companies to participate in reducing poverty rates. The company publicly demonstrate the value of your brand and motivate consumers to buy their product, percentage of sales given to charity which creates synergy.

AB  - Mala i srednja preduzeća (MSP) imaju karakteristiku da povećavaju stepen i obim korišćenja novih resursa jedne privrede, uz visok stepen fleksibilnosti i adaptivnosti novim tržišnim i drugim uslovima. Problemi sa kojima se suočavaju MSP odnose se na poslovanje na teritorijalno ograničenom prostoru, te ograničenom broju kupaca sa kojima raspolažu, pa samim tim ostaju zavisna o ciklusima lokalne privrede, ograničenim ljudskim resursima čiji nedostatak onemogućava zapošljavanje marketinških specijalista te izdvajanje većih iznosa za marketing. Kako bi zadržali i izgradili svoje poslovanje, kao rešenje javlja se marketing odnosa koji ima za cilj izgradnju međusobno zadovoljavajućih dugoročnih odnosa s ključnim partnerima - klijentima, dobavljačima, distributerima i drugim marketinškim partnerima. Krajnji rezultat marketinga odnosa jeste izgradnja jedinstvene imovine preduzeća koja se naziva marketinška mreža. Valsnici/menadžeri malih i srednjih preduzeća na ovaj način prilagođavaju marketing prema svojim potrebama, odnosno sprovode marketing putem umrežavanja i to posebno stvaranjem ličnih mreža. .
AB  - Small and medium enterprises (SMEs) have a feature that increases the degree and extent of use of new resources of an economy with a high degree of flexibility and adaptability to new market and other conditions. Problems faced by SMEs relate to the business of the territory in a limited space and limited number of customers at their disposal, and therefore remain dependent on the cycles of the local economy, limited human resources, the lack of which prevents the recruitment of marketing specialists and the separation of larger amounts of marketing. In order to maintain and build their business, as there is a solution that relationship marketing aims to build mutually satisfying long-term relationships with key partners - customers, suppliers, distributors and other marketing partners. The end result of relationship marketing is to build a unique company asset called a marketing network. Valsnici / managers of SMEs in this way adapted to their marketing needs, and implement marketing through networking and in particular the creation of personal networks. .

U radu će biti prikazana evolucija procesa strategijske kontrole od tradicionalnog pristupa do strategijske kontrole na osnovu Balanced scorecard BSC kao odgovor na sve prisutnije promene koje vladaju u poslovnom okruženju. Svaka od ovih vrsta strategijske kontrole deli zajednički cilj: a to je da proceni da li je strateški pravac dobar ili treba da bude izmenjen u skladu sa nastalim promenama.

In such a context of rapid and intense changes adaptation is a key characteristic of any organization. Taking this into consideration, it is necessary to implement the process of strategic control and adjust it so that the organization had 'successfully managed' through these events. The manuscript presents the evolution of the process of strategic control from the traditional approach to strategic control based on the Balanced Scorecard BSC as a response to progressively changes in the business environment. Each of these types of strategic control share a common goal: that is to assess whether the strategic direction is good or needs to be amended in line with changes that occurred. .

AB  - Savremena poljoprivreda se suočava s novim izazovima na području održivog razvoja i od nje se zahteva ne samo da isporučuje proizvode zadovoljavajućeg kvaliteta, već i da vodi računa o brojnim posledicama ekološkog i socijalnog karaktera, koje se na nju odnose, a koje neposredno utiču na celokupno društvo. Osnovni razlozi za ekspanziju organske poljoprivrede nalaze se u rezultatima medicinskih istraživanja, koja ukazuju na povećanje zdravstvenog rizika pri konzumiranju hrane poreklom iz intenzivne konvencionalne proizvodnje. Rizik se najviše odrazio na visoku učestalost poremećaja razvoja i zdravlja novorođenčadi, kao i na poremećaje plodnosti koji su dokazani i kod ljudi i kod životinja. Suština ovoga rada se ogleda u prikazu značaja konkretne oblasti marketinga - ponašanje potrošača, kao i naših mogućnosti da se priključimo novim trendovima, kako u proizvodnji, tako i u potrošnji proizvoda organske poljoprivrede. .
AB  - Modern agriculture is facing new challenges in the field of sustainable development and it is required not only to supply products of satisfactory quality, but also take into account the numerous environmental and social consequences of characters relating thereto, and which directly affect the overall society. The main reasons for the expansion of organic agriculture are the results of medical studies that show increased health risks in consuming foods originating from intensive conventional production. Risk had the most high frequency of disorders of development and health of infants, as well as disorders of fertility that have been demonstrated in humans and animals. The essence of this work is reflected in the specific field of view, the importance of marketing - consumer behavior, as well as our opportunities to join the new trends, both in production and consumption of organic products. .

Policy and promotion of sustainable inland waterway transport in Europe - Danube River

AB  - For transport purposes a great amount of fossil fuels is exploited which represents the biggest threat to global warming and the realization of sustainable development concept. European Union is trying to implement and plan this concept on the entire European continent. In order to manage the sustainable development strategy, it is necessary to conduct an all-inclusive analysis of the current state and depending on the results, set some goals and define the activities that will make their realization possible. This research is based on the analysis of the waterway transport on Danube River and its aim is to point out the facts, based on which it will be possible to predict further directions of sustainable transport development on the most important waterway of Europe. The research indicates the basic rules of European politics of sustainable inland waterway development. The River Danube is considered to be the backbone of water transport in Europe. It connects, via Rhine - Main Canal, Western Europe and Rotterdam harbor with the Black Sea, that is with Russia and the East. The authors also analyze the data about the use of Danube waterway for transport of goods and people. This research covered a short description of Danube, the analysis of Danube fleet, the analysis of the amount of transported goods and number of transported people as well as the analysis of load and unload of goods in Danube harbors. The research covered these points in the period starting from the year of 1950. Based on the result analysis the authors arrived at a conclusion that the use of River Danube for waterway transport purposes is unsatisfactory and that as such cannot be sustained in long term. Also, the research points to the basic European initiatives and investment projects in the field of river transport which is in implementation stage. Considering the basic regulation documents and research results, the authors present an overview of measures and suggestions for efficient management conducted so far, development of a unique information system and promotion of Danube waterway, which will lead towards long-term sustainable development transport on Danube and so it will stimulate a stable and sustainable development of all countries and regions in Europe.

AB  - In the developed world, the modern buyer is very aware of the backlog of environmental problems and all the consequences for the health and quality of life in general. Therefore, their responsibility, to be sure of eliminating all those who behave environmentally irresponsible. Eco-marketing, as well as conventional marketing, are elements of marketing mix, but extended and adapted to modern conditions. As a logical consequence there is distinct increase in demand for ecological food products (products and services) and support to companies whose activities fit the demands of citizens and legislators, when it comes to ecology. Eco-marketing is slowly cease to be desire, but becomes a need for products that their products are placed on discerning market. Thus, with the standard information on the composition and quality of product, and instructions for use and terms of use, the information appearing on the eligibility of certain eco products. Showing the importance of marketing and Serbian able to place eco products on the market of Europe is the essence of this paper.

Considering the basic regulation documents and research results, the authors present an overview of measures and suggestions for efficient management conducted so far, development of a unique information system and promotion of Danube waterway, which will lead towards long-term sustainable development transport on Danube and so it will stimulate a stable and sustainable development of all countries and regions in Europe.

abstract = "For transport purposes a great amount of fossil fuels is exploited which represents the biggest threat to global warming and the realization of sustainable development concept. European Union is trying to implement and plan this concept on the entire European continent. In order to manage the sustainable development strategy, it is necessary to conduct an all-inclusive analysis of the current state and depending on the results, set some goals and define the activities that will make their realization possible. This research is based on the analysis of the waterway transport on Danube River and its aim is to point out the facts, based on which it will be possible to predict further directions of sustainable transport development on the most important waterway of Europe. The research indicates the basic rules of European politics of sustainable inland waterway development. The River Danube is considered to be the backbone of water transport in Europe. It connects, via Rhine - Main Canal, Western Europe and Rotterdam harbor with the Black Sea, that is with Russia and the East. The authors also analyse the data about the use of Danube waterway for transport of goods This research covered a short description of Danube, the analysis of Danube fleet, the analysis of the amount of transported goods as well as the analysis of load and unload of goods. The research covered these points in the period starting from the year of 1950. Based on the result analysis the authors arrived at a conclusion that the use of River Danube for waterway transport purposes is unsatisfactory and that as such cannot be sustained in long term. Also, the research points to the basic European initiatives and investment projects in the field of river transport which is in implementation stage.
