AB  - Догађаји који условљавају ванредне ситуације су различитог каракте-
ра. Они за последицу имају одређене губитке, штете и људска страдања и могу укљу-
чивати природне катастрофе, као што сp земљотреси, поплаве, пожари или олуја и
инциденте човека, првенствено, терористички напад, несреће на раду, епидемије или
масовне панике. Безбедност у ванредним ситуацијама је важна област која се бави
припремом, реаговањем и опоравком у ситуацијама које су условиле проглашење ван-
редне ситуације и имале утицај на привреду, бизнис и друштво у целини. Ефикасно
управљање беyбедношћу у ванредним ситуацијама обухвата различите кораке међу
којима је и комуникација. Комуникација треба да обезбеди тачне и поуздане информа-
ције са тимом за управљање ванредним ситуацијама и елеменат је односа са јавношћу
и медијима. Циљ рада је да се објасне кључни аспекти ефикасног комуницирања у
ванредним ситуацијама и предложе решења која могу значајно допринети ефикасној
комуникацији у решавању различитих активности у ванредним ситуацијама, првен-
ствено организовањем заштите и спасавања људи и обезбеђење функционисања при-
вреде и бизниса у таквим условима.

AB  - Актуелни безбедносни изазови који се непосредно односе на простор Западног
Балкана, првенствено укључујући Републику Србију, веома су различити и комплексни.
То првенствено укључује геополитичке тензије, криминалне активности, тероризам,
нарушавање територијалног интегритета и миграције.
У раду се описују најзначајнији елементи безбедносних изазова са којима се Република
Србија суочава у актуелном тренутку сукоба Истока и Запада. Глобални сукоб између
Истока и Запада има додатне импликације на безбедност, а односи са великим светским
силама могу бити кључни фактори у одређивању правца развоја безбедносних изазова у
Републици Србији и околним земљама.
У раду се тежишно разматрају аспекти геополитичког положаја Републике Србије,
питања Косова и Метохије, информациона безбедност Републике Србије, економски из-
азови Републике Србије и илегална миграција и кријумчарење људи. Да би се разумело ак-
туелно стање, важно је напоменути да су поменути елементи у сталној промени и бит-
но је пратити информације из релевантних извора, како би се располагало актуелним
информацијама о безбедносним питањима у Републици Србији.

AB  - Local self-governments (LSGs) cannot effectively manage emergencies. To overcome this problem, it is necessary to find action policies 
that would facilitate the increase of capacities of LSGs in such situations. The starting point for defining the policy was collecting data on the current 
abilities and capacities of LSGs in AP Vojvodina. The research covered 40% of the total number of LSGs and more than 64% of the population in the 
AP of Vojvodina. A combined open-ended survey questionnaire was constructed for data collection. The data was collected in field conditions 
through online procedures, direct sending of written surveys, and direct discussion of project implementation leaders. The statistical analysis of data 
identified that the legal aspect of LSGs and emergencies was not harmonized with other institutional documents at the level of LSGs. Most LSGs had
serious difficulties in managing emergencies, especially civil protection. The platform is envisaged to facilitate raising the prevention capacity of LSGs by integrating all relevant information to provide early warnings and indications for implementing corresponding organizational, technical, and 
economic measures to deal with emergencies.

AB  - Designing scientific research in the sciences of safety is essential for
achieving quality results, efficient use of resources, protecting ethical principles and
contributing to scientific knowledge in the field of security. The paper describes the
elements of designing research in safety sciences with a focus on the research project
for the preparation of the doctoral dissertation.
Bearing in mind that the methodology of scientific research is the basis for successful
conduct of scientific research, the emphasis is on the basic problems that arise when
choosing research problems, defining research subjects, selection of samples, ethical
issues, validity and reliability of data and interdisciplinarity.
These methodological problems are just some of the challenges that can be faced in the
design of scientific research in the preparation of doctoral dissertations in the sciences
of safety.

AB  - This research examined whether there is an elaborate system of protocols, protection, and prevention in place at the local self-government level in the event of a crisis caused by an epidemic or pandemic. The core idea of this paper was to evaluate the protocol's effectiveness at the local self-government. Analysis was conducted using responses of 16 local self-government authorities. During a crisis caused by an epidemic/a pandemic of infectious illnesses, surveys were done as a cross-section documenting and detecting the current state of local self-government functioning. Methods used in the study are defining the objectives of the research, conceptualization, analysis of legal regulations, economic analysis, and decomposition of the problem. Key results and arguments of this paper expanded existing research thus there are only certain empirical data from areas that have been affected by the infectious disease caused by the epidemic/pandemic. Data was collected, processed, and systematized to serve in model formulation. As a brief conclusion, this study suggested protocol effectiveness at the local self-government level representing the idea that emergency and crisis management should be organized to preserve the health and livelihood of the population in the area affected by the pandemic of infectious diseases and thus enable the functioning of economic activities and society as a whole.

AB  - Starting from the fact that perceptions of employees might be related to national culture and our previous finding that CSR perception by employees depends on company ownership, in the present research, we aim at the investigation of relations between CSR and national culture perception by employees' dependence on company ownership in the specific context of Serbia as a developing post-socialist country. Questionnaire-based research was conducted among employees in public and private companies in Serbia with domestic and foreign ownership. The results pointed out that both CSR and national culture perceptions are highly dependent on company ownership with the dependence of CSR perception on national culture perception by employees in public but not private companies. The obtained results point out that in private companies, excessive adoption of managerial practices not aligned with national culture resulted in shifts in perception of national culture, as well as in divergence between national culture and perceptions of CSR activities.

AB  - Grupa dvadeset najrazvijenijih zemalja (G20) zauzela je vodeću ulogu u osmišlјavanju višestruko strukturiranog skupa pravila i preporuka za novu globalnu ekonomsku politiku. Rad identifikuje program razvoja G20, otkriva glavne principe i norme za oblast ulaganja i donosi zaključke ispitivanjem nekih od rezultata programa G20. U radu se zaklјučuje da se politika G20 može pokazati efikasnom ako se preuzmu obaveze, uklјuči više međunarodnih aktera i da se pri osmišlјavanju takve politike koristi uravnoteženiji pristup.
AB  - The Group of Twenty (G20) has taken a premier role in devising a multistructural set of rules and recommendations for a new global economic regime. The paper identifies the G20 agenda development, detects major principles and norms for the issue area of investment, and concludes with an examination of some of the G20 results. The paper concludes that the G20 regime may prove effective if the commitments are upheld, more international actors involved, and a more balanced approach taken in devising such a regime.

AB  - This paper presents a model of communication and information system in military operations. Here OPNET MODELER simulation package is applied because it is suitable for network modelling, topology and capacity planning. Simulation of different types of IP traffic and monitor their performance to optimise the functionality of network elements, management performance network applications, and as well as in research and development of new network technologies. Application of the method of mass service are determined by the capacity needed for voice transmission on the links in the model and using the OPNET MODELER simulation program are analysed performance modeled communication information system in data transmission. The results of the simulation are presented through target the service settings: workload links communication and information system, e-mail download response time, http page download response time and packet loss in data transfer. The aim of the research has shown that modeled communication information system with defined elements (nodes), the capacity of links (according to the specification of telecommunication devices) and defined traffic can respond to the requirements of command forces in the military operation in terms of telecommunication service. The results of the analysed service target parameters show that modeled communication and information system provides an efficient flow of information and the tra nsfer of voice and IP data for the needs of command and control in military operations.

AB  - U radu se analiziraju međunacionalni odnosi u Republici Srbiji koji mogu imati uticaj na bezbednost Republike Srbije. Cilj rada je da se sagledaju i objasne elementi relevantni za sistem bezbednosti iz ugla međunacionalnih odnosa kroz stavove pripadnika crkava i verskih zajednica. Istraživanje je obavljeno kroz anketno ispitivanje i usmerene orijentacione intervjue sa predstavnicima islamske zajednice na prostoru Republike Srbije, gde žive stanovnici ove zajednice, sa predstavnicima državne uprave, lokalnih i regionalnih vlasti.
AB  - The paper analyzes interethnic relations in the Republic of Serbia that may have an impact on the security of the Republic of Serbia. The purpose of this paper is to examine and explain the elements relevant to the security system from the perspective of interethnic relations through the attitudes of members of churches and religious communities. The research was conducted through survey testing and directed orientation interviews with representatives of the Islamic community in the Republic of Serbia, in places where the inhabitants of this community live, the representatives of state administration, local and regional authorities.

AB  - This paper describes application of AHP (Analytic Hierarchy Process) method as a method of multi-criteria decision-making in solving the problem of provision of the Communication and IT to the Land Forces in operations. Provision of the Communication and IT in operations is done by planning, organizing and using the adequate CIS (Communications and Information System). This paper shows characteristics and capabilities of two CIS models. Besides definition of the problem, application procedure of AHP method has been described, selection criteria have been set and alternative models have been suggested. Expert Choice software package has been used in CIS model selection in the Land Forces operations.

Sprovođenje nabavki u sistemu odbrane je širok i kompleksan posao kroz koji se realizuje najveći deo operativnih i investicionih zadataka. U radu je prikazano kako primenom metoda višekriterijumske optimizacije može da se oceni značajnost elemenata kriterijuma realizacije nabavki i njihov uticaj na nivo operativnih sposobnosti jedinica Vojske Srbije, kroz element sposobnosti pravovremene raspoloživosti snaga prilikom realizacije treće misije Vojske Srbije. To je posebno značajno, imajući u vidu da sposobnost pravovremene raspoloživosti snaga zavisi od nivoa popunjenosti pokretnim stvarima, koje se obezbeđuju sprovođenjem postupaka nabavki.

AB  - This paper describes an approach to the analysis of performance of the modelled communication-information system (CIS) in military operations using RIVERBED simulation package. The basis of military operations concept and the CIS model to meet the needs of command and control (C2) have been discussed. In order to analyze the possibilities of the CIS for transfer of information the methods of analysis, modelling, operational research and simulations have been applied. The graphs of dependence on load links, the amount of transmitted information (packet) and packet loss depending on the duration of a simulated military operation are shown. The importance of the applied methods of modelling and simulation is represented by the possibility of the CIS modelling, and an analysis of its performance without using a real system due to high economic costs. The only limitation in the paper is the assumed network connectivity between the CIS elements (the effects of relief, vegetation, weather conditions, etc. on telecommunications have not been considered). In a broader sense, the paper is designed for everyone involved in modelling and simulation in order to evaluate an approach to practical application of methods of solving specific problems, and in a narrower sense to persons engaged in the CIS design and telecommunications planning in various types of operations in order to analyze the possibilities and optimize the CIS elements.

AB  - Savremeni međunarodni odnosi postali su paradigma za primenu moći i sile između “velikih” i “malih” država. Upravo su moć i sila postali glavna obeležja savremenih međunarodnih odnosa. Preko agresije i oružane agresije, kao načina (metoda) eksponencije moći i sile, “velike” države ostvaruju svoje interese. Agresija i oružana agresija veoma su frekventni pojmovi i često se adekvatno koriste i tumače. Rad objašnjava pojmove agresije i oružane agresije, preko teorijskog određenja, uloge u savremenim međunarodnim odnosima, mestu u strategijsko-doktrinarnim dokumentima Republike Srbije i preko srodnih pojmova i pojava.

AB  - Sistem odbrane u vanrednim situacijama ima veoma značajnu, a u mnogim slučajevima i nezaobilaznu ulogu. Pored toga, Vojska Srbije je stalno uključena u sistem zaštite i spasavanja. Mehanizmi prevencije deo su integrisanog sistema reagovanja radi smanjenja rizika od elementarnih i drugih nepogoda i efikasnijeg upravljanja u vanrednim situacijama. Za uspešno funkcionisanje sistema odbrane u okolnostima proglašene vanredne situacije, mehanizmi prevencije imaju značajnu ulogu koja se manifestuje u pravovremenosti i uspešnosti reagovanja. Republika Srbija ima iskustva sa već uspostavljenim mehanizmima prevencije i njihovom primenom u vanrednim situacijama. Proces integrisanja mehanizama prevencije nije u potpunosti uspostavljen. Pored sprovođenja već postojećeg zakonodavnog okvira, strategija i planova koji regulišu oblast vanrednih situacija i angažovanja sistema odbrane u vanrednim situacijama, potrebno je doneti i poseban zakon koji bi regulisao prevenciju u vanrednim situacijama.

AB  - Osnovni zahtev koji se postavlja pred organizaciju u funkcionisanju i izvršavanju zadataka zasnovan je na potrebi racionalnog poslovanja. Kopnena vojska pružanjem usluga civilnim strukturama, posebno u sferi izvođenja inžinjerijskih radova, izdavanjem pokretnih sredstava, snabdevanjem vodom i remontovanjem i proizvodnjom ostvaruje prihode koji su dopuna godišnjem budžetu Republike Srbije i Kopnene vojske u manjem delu. Na taj način značaj izučavanja izdataka, rashoda i troškova sve više dobija na značaju u Kopnenoj vojsci, jer postojanje savremene vojske podrazumeva i efikasno poslovanje zasnovano na tržišnim principima i ograničenim budžetskim sredstvima.
AB  - The basic requirement posed before an organization in the functioning and execution of their tasks is based on the need for rational business operations. Through providing services to civilian structures, especially in engineering works, by renting movable assets, water supply, overhauling, and production, land forces generate revenues, adding to the annual budget of the Republic of Serbia and, to a lesser extent, of the Army. In this way, the study of expenditures, expenses and costs is gaining in importance in the Army, since the existence of a modern military also means efficient business operations based on market principles and limited budget funds.

AB  - The problem in planning costs of an operation, i.e., the problem of determining an optimal capacity of units used in time is a highly complex problem whose solution can be obtained in different ways, depending on what is taken as an optimality criterion and the types of limiting factors that are present during an operation's realization. The main goal of this paper is to show the practical application of dynamic programming with the aim of improving planning and organizing forces and costs during the realization of the Serbian army's third mission. Data on the use of Serbian Military's units after the earthquake in the area of Kraljevo in 2010 were analysed. The paper covers the use of dynamic programming, namely, the complex optimization problem of using military units, which depends on a large number of variables and can be extremely difficult to solve, is disassembled into several smaller partial problems that depend on one variable and are simpler to solve. The model of using the military is based on mission usage and represented as one of possible scenarios of natural disasters that engulfed a part of the Serbian territory.

AB  - The paper describes the importance of modern technologies in the defense system, as a segment that includes the Serbian Armed Forces as well. It specially emphasizes that equipping of the Armed Forces with modern technologies is the key element of success in conducting different types of operations and a basic prerequisite for participation in multinational operations. This is also the key issue for the development of the defense system, which explains the scientific approach to modern technologies and the support process of decision-making for the introduction of modern technologies in the defense system, specifically the equipping of the fire support artillery units.

AB  - This paper analyses the application of Bass's diffusion model in forecasting the number of telecommunication services users in the event of natural disasters. Citizens' behaviour has been modelled in the case of an emergency situation caused by an earthquake with high magnitude. We analysed the area of an administrative district in the south-west part of the Republic of Serbia which includes two cities and three municipalities. To control the consequences of natural disasters, a unit of the Army of Serbia with the required number of radio transceivers for establishing communication between the vulnerable population and rescuers with command staff at the observed territory has been dimensioned. Special emphasis is given to the provision of telecommunication support in the military assistance in a relief operation with civil authorities.

AB  - The paper considers the barriers in communications, and specially, the influence of workplace on business communication process. Communications' barriers are analyzed through an analysis of 24 question poll results. General hypothesis that personal characteristics of workpeople, their workplace, and their status impact the way of their communication with colleagues and managers was discussed through four individual hypotheses. In the paper, based on the statistically verified individual hypotheses, it is concluded that the obtained results confirm that individual characteristics of business people, their workplace and their status in the organization impact the quality and effectiveness of communications they establish.
